A hard but necessary piece here. As you stated, accountability is essential, with both praise and criticism doled out as warranted. I do wish you had spotlighted more strongly that she is not directly to blame, but as top administrator it was her job to make sure her department heads were on task and prepared. That said, the budget cuts do fall squarely on her shoulders.
You made that point well. I tend to overthink the need to invite the naysayers into the conversation and avoid giving them any reason to reject my premise. An impossible goal. LOL
It's especially difficult writing a word count restricted article. I've learned a long time ago that you can't make everyone happy, so do the best you can.

This is true. I think my main point was that when you're in charge, you'll get fair and unfair criticisms...that's just what it is.
