Your title is exactly right; they have always strived for a permanent underclass because they hate the middle class. Caesar Chavez anyone? Dude was a kind of a lunatic in some ways, but he understood what the ramifications of illegal immigration was doing.

Fully agree, Mr. Coleman, but I'm old enough to have lived through the formation of the UFW and Mr. Chavez' open opposition to having the rank and file of his lawfully employed union members being harmed by illegal immigrants. Those illegals were being deliberately imported as strikebreaking threats referred to as "scabs."
California was the center of that move to provide decent treatment of the guest workers and citizens performing farm labor, and it was the Republican party that formed the opposition.
That was then and this is now, and what is relevant for today, is precisely what you have expressed. I mention the history, not with the intent of poisoning your comment section with "whataboutism," but as a caution against forgetting about the political pendulum that swings according to the power-hunger and wealth propelling it.
I live in an area where the illegal immigrant servant class does not live in the wealthy neighborhoods where reside the prosperous "movers and shakers" that are the chief financial backers of the Democrat party machine. The platitudes the comfortably-off Democrats utter as they ensure that they can profit from the presence of their illegal servants, do not obscure the fact that their fundamental guiding principles are the very same that they derided in the Republican machine of fifty years ago.
I've watched this happen with growing horror and a rising gorge. I actually have no real problem with the intelligentsia that has consistently trumpeted their radical revolutionary ethos; they are a fringe element, these open advocates for insurrection, that were never a serious threat to the livelihoods of Americans or the rule of law.
Their disingenuously mendacious acolytes, however, are a different matter.

Maybe the mayor was angry because the [illegal] workers were arrested.
Not sure if it was a conscious wish or not. I think it is mostly driven by toxic compassion (oh, those poor people). And, they are poor people who come from countries run by warlords and drug cartels and corrupt governments. And I am sorry for them. But, I still don't think that it should be up the US to solve every human's problems. There has to be a boundary.
The big thing for me is that we have working class and impoverished citizens in THIS country that the Dems don't seem to care about at all. In fact, they lob contemptuous labels at these people - garbage and deplorables. Why do immigrants matter more than their fellow citizens and taxpayers who are struggling to make it in the richest country in the world? Riddle me this!
I believe it is worse than that. One of the reason Ross Perot said he ran was to stop the other elite from transforming the USA into a 3rd world country. He defined that as a country of wealthy living in heavily guarded walled in communities where the outside areas were full of poverty. He liked being able to move around from city to city and seeing people prosper and do ok. We seemed to imply that the globalism and the free trade deals were a scam that would suck out all the industry and transform the USA into a more typical country around the world. Part of bringing all these imigrants in they are used to living that way. So they 'll be able to control them bettter and offer them incentives to beat down the part of the population that protests to becoming impoverished. This is the real reason. It is all about power, dominance, and control for a smaller and smaller group of elite. I fully believe this is their vision.

The primary purpose of the Democrat’s open border policy is to refill the population of blue states that are hemorrhaging residents so that the Dems don’t lose House seats. The bolstering of an immigrant subclass is a resulting benefit. If a few thousand Americans die in the process (due to murders and drugs) so be it. And if the country is destroyed in the process, so be it. Those who seek an autocracy care about nothing else besides power.
Also, Republicans are not blameless. They have been complicit by ignoring the problem. I was never a Trump fan, but when he ran in 2016, and both Republicans and Democrats came out against him, I thought this is the guy we need. The most threatening legislative problem we have is the entrenched politicians (i.e the swamp creatures).

But this has been an issue for a long time. We reached a peak but I'm looking at the long happening downward spiral.
