I believe, based on past actions of our malevolent government, that you are spot on. This is about control of the 'narrative', nothing more. As the most recent example - 'Twitter Files' - show us, the government has controlled all media for a very long time. Read up on Operation Mockingbird.
Also remember that Obama 'updated' the Smith-Mundt Act in 2012 to allow government propaganda within CONUS.
